Topic - How to use MEncoder

I want to use the command line version of MEncoder in lieu of FFmpeg, but for the life of me I cannot find a binary for MEncoder in any of the MPlayer distrobutions I download. I have the windows SMPlayer but I cant find out how to actually from there use MEncoder. Please if anyone can help me it would be greatly appreciated
