Topic - Is Mplayer the right choice for RTP/L16/8kHz ?

I have to stream audio from a common file (mp3 or avi) using
- RTP
- codec : 8kHz, mono, L16 (linear pulse code modulation 16 bits).
- if possible SAP for sending SDP

Is Mplayer a good choice ?
Any hint to do this ?
